Laying of rules: rules, regulations and notifications must be presented to the legislature and may be modified or annulled.

Every rule, regulation and notification must be laid before the State Legislature after issuance for an aggregate prescribed period so the Legislature may consider them. If the Legislature agrees to modify or annul an instrument before the end of the following session, the instrument will thereafter operate only as modified or cease to have effect; such modification or annulment does not affect the validity of anything previously done under the original instrument.
