Advance ruling binding on applicant and officers unless supporting law, facts, or circumstances have changed.

An advance ruling under this Chapter is binding on the applicant who sought it for eligible matters and on the concerned or jurisdictional officer in respect of that applicant; the ruling remains binding only while the law, facts or circumstances supporting it remain unchanged.
