Bilateral safeguard measures commence on Gazette notification, with provisional measures allowed earlier effect after a recorded injury finding.

Bilateral safeguard measures applied under rule 9 or rule 11 take effect from publication of the notification in the Official Gazette. Where a provisional bilateral safeguard measure has been imposed and the Director General has recorded a finding of serious injury or threat of serious injury from increased imports, the notification under rule 11 may specify commencement from the date of imposition of the provisional measure.
