Settlement Commission enables settlement of excise cases with immunity, provisional attachment, conclusive orders and recovery mechanisms.

A new Chapter establishes the Customs and Central Excise Settlement Commission with power to constitute Benches, regulate procedure and exercise Central Excise Officer powers in admitted cases. It prescribes a settlement application process requiring full disclosure, fees and payment of admitted duty or secured instalments; allows the Commission to call reports, direct further investigation, and pass settlement orders stating duties, penalties, interest and payment terms. The Commission may grant conditional immunity, provisionally attach property, reopen or remit proceedings, and its settlement orders are conclusive on matters covered.
