Section 170 criminalises giving or accepting any gratification to induce or reward the exercise of an electoral right, treats offers, agreements or attempts to give or procure as giving, and treats obtaining, agreeing to accept or attempting to obtain gratification as acceptance; acceptance as a motive or as a reward for acts not done is likewise deemed acceptance, while declarations of public policy or promises of public action are excluded.
